ANNETTE BEITEL
Facilitator
Annette has more than 20 years of experience providing legal, regulatory, procurement, and management support to energy efficiency (EE) and renewable energy programs in California, the Midwest, and internationally. She has over fifteen years of experience leading and managing large, multi-disciplinary and multi-stakeholder efforts relating to clean energy, including collaboratives, working groups, advisory councils, and non-profit governance boards.
Annette facilitates the California Technical Forum (Cal TF), for which she works with nationally known technical and policy subject matter experts to advance the development of energy efficient measures for the California program portfolios. She also served as the lead facilitator for the successful, long-standing Illinois Stakeholder Advisory Group for ten years, a forum authorized by the Illinois Commerce Commission (ICC) to build consensus and make recommendations to the ICC the on State EE policies, portfolio and program design, administration, implementation, and evaluation.
For three years, Annette organized and chaired the Chicagoland Natural Gas Savings Program Governance Board and was responsible for administering the natural gas energy efficiency portfolio for Chicago and surrounding communities, which involved selecting and managing natural gas EE technologies for a broad range of customers. Earlier in her career, Annette practiced law in California and litigated matters before the California Public Utilities Commission and provided legal advice and counsel to the Pacific Gas & Electric Company Customer Energy Management group.
Annette has a JD from studies at Harvard University and New York University, a Master of Science from the Massachusetts Institute of Technology, and a Bachelor of Arts with Honors from Wellesley College.
MICHAEL DAUKORU, P.E.
Director of Emerging Opportunities
Michael leads the Cal TF New Measure Screening Committee, which involves facilitating stakeholder engagement with measure developers proposing new measure offerings for the state’s energy efficiency portfolio. He also leads emerging opportunities such as deemed measure streamlining for the state’s electronic technical reference manual (eTRM).
Michael has 15 years of experience in the energy efficiency (EE) industry including impact estimation, technical due-diligence review, and technology R&D. Prior to joining the Cal TF team, Michael was most recently a Senior Consulting Engineer at PG&E delivering performance tests, analyses, calibrations, technical procedures, and other engineering services to various PG&E stakeholders incl. Codes & Standards, EE Quality Control, and Power Generation. He has also served as an energy engineer and manager at Applied Energy Group delivering technical services to electric/gas utilities, regional transmission organizations, government entities, and research organizations.
Michael has a Master of Science degree in Energy, Environmental & Chemical Engineering from Washington University in St. Louis, a Master of Science in Mechanical Engineering from Stanford University, and a Bachelor of Science in Mechanical Engineering from Texas Tech University. Michael is a registered Professional Engineer (Mechanical) in the State of California and a Corresponding Member of the Northwest Regional Technical Forum (RTF).
SPENCER LIPP, P.E.
Director of Engineering
Spencer leads the Cal TF engineering activities which support California’s EE programs by streamlining processes and requirements to increase energy efficiency claims and ratepayer benefits. Key aspects of this work involve leading the development of statewide Custom Measure Guidance (CMG) and the Custom Measure Library and determining acceptable deemed Measure Validation criteria while driving toward statewide consistency.
Spencer has more than 25 years of experience with energy engineering, energy auditing, and the implementation of energy efficiency programs, the bulk of which has involved the portfolios managed by California utilities. In his career, Spencer has led teams of engineers implementing energy efficiency programs in commercial, industrial, agricultural, public, and multifamily sectors, conducting due-diligence energy project reviews, delivering on-site energy audits of a wide range of commercial and industrial facilities to assess energy savings, made energy efficiency measure recommendations, and developed and executed measurement and verification (M&V) plans. Spencer has brought his extensive experience to several collaborative processes, including his participation in the Technical Advisory Group (TAG) for the development of standard M&V guidelines for RCx savings assessments.
Spencer has a Bachelor of Science in Mechanical Engineering from the University of California, Santa Barbara. He is a California Professional Engineer and an AEE Certified Measurement & Verification Professional. He is currently the Vice Chair of the Sonoma Clean Power Community Advisory Committee and is serving his second term as a Director on the Board of the Timber Cove County Water District.
CHAU NGUYEN
Engineer
As part of the Cal TF Staff Engineering Team, Chau provides technical and data analytics support for various projects related to deemed measure package development and the California electronic Technical Reference Manual (eTRM). Chau leads Cal TF Staff Review of measure submissions to the eTRM, deemed measure streamlining, and management of the eTRM through software development, trainings and tools creation, documentation, and tracking of measures and eTRM metrics.
Chau has a Bachelor of Science in Mechanical Engineering and a minor in Mathematics from the University of California at Davis.
GURMEHR KAUR
Engineer
As part of the Cal TF Staff Engineering Team, Gurmehr supports deemed measure validation; eTRM maintenance, testing, and development; new measure integration; and tool library maintenance – all of which assist various stakeholders, promote EE, and align with statewide goals.
Gurmehr holds a Bachelor of Science in Computer Engineering from California Polytechnic State University, Pomona.
SARA MURILLO
Engineer
As a part of the Cal TF Staff Engineering Team, Sara supports software testing, maintenance, and training documentation for the California electronic Technical Reference Manual (eTRM). For custom measure projects, she supports initiatives that help make the process more accessible, including streamlining communications, outlining calculation methodologies, and consolidating data requirements and information.
Sara has an interdisciplinary background with experience in engineering and the social sciences. Prior to joining Cal TF, she was a GEM Fellow and graduate research intern at the National Renewable Energy Laboratory, where she worked on applied, community-engaged projects aimed at increasing energy equity.
Sara holds a Master of Science in the Energy and Resources Group from the University of California, Berkeley. She also holds a Bachelor of Science in Environmental Engineering, a Bachelor of Arts in Interdisciplinary Studies (Plan II Honors), and a Certificate in Humanitarian Engineering from the University of Texas at Austin.
ALI MARTZ
Engineer
As part of the Cal TF Staff Engineering Team, Ali supports the development of novel energy savings calculation tools for stakeholders and end users.
Her background lies in manufacturing energy efficiency via Oregon State University's Industrial Assessment Center, a US Department of Energy program, and applied computational design optimization.
Ali holds a Bachelor of Science in Mechanical Engineering with a minor in Humanitarian Engineering and a Master of Science in Mechanical Engineering, both from Oregon State University.
GRANT BELSTERLING
Data Scientist
Grant supports the California Technical Forum eTRM data integrity and analytical value. His current work focuses on streamlining deemed measures through statistical methods to ensure data relevance and validity.
Grant holds a Bachelor of Arts in Mathematics from Pomona College in Claremont, California, and a Master of Arts in Statistics from the University of California, Berkeley.
