The Custom Reference Library hosts reference documents that set the policies, rules, and other guidance for custom measures and projects. The library includes:

• Custom Templates - a folder of templates and forms that may be used for the development and review of custom projects (including the current Project Feasibility template, sample customer affidavits, and the EO Request form).

• CPUC Guidance Memos - a folder of guidance memos issued by ED Staff and relevant to custom measures and projects.

• CPUC Early Opinions - a folder of Early Opinions (EO) issues and/or in progress, for EOs that may have statewide applicability.
