The Custom Reference Library hosts materials referenced in the Custom Rulebook and that support custom measure and project development. The library includes:

• Custom Templates relevant to the development and review of custom projects (including the current PFS template)

• CPUC Guidance Memos - a folder of guidance memos issued by ED Staff and relevant to custom measures and projects.

• CPUC Early Opinions - a folder of Early Opinions (EO) issues and/or in progress, for EOs that may have statewide applicability.
