Sylvia has almost 15 years of experience at the California Energy Commission (CEC). She has spent much of her CEC career working on energy efficiency issues, including demand analysis, program evaluation, and behavioral research. She currently heads the division responsible for demand and supply forecasting and analysis. Sylvia's division is responsible for estimating energy efficiency impacts from both existing programs additional achievable potential. The offices she oversees also conduct assessments of California's electric and natural gas systems and undertake modeling and objective technical analyses to inform policy.
Sylvia has Master of Arts degrees in Geography and Librarianship from Arizona State University and University of Denver, respectively, and a Bachelor of Arts degree in English from the University of California, Davis.
