Annette Beitel 


Annette has over fifteen years’ experience providing legal, regulatory, procurement, and management support to energy efficiency and renewable energy programs in California, the Midwest, and internationally. She facilitates the Technical Forum discussions and helps drive the group to consensus decisions. Annette also currently leads the successful Illinois Stakeholder Advisory Group to build consensus the state’s energy efficiency portfolio and program design, administration, implementation, and evaluation. Annette is also responsible for procurement and contract negotiation for Wisconsin’s Focus on Energy energy efficiency and renewable energy portfolio and serves as a strategic advisor for optimizing the group’s program and portfolio design.

Annette has a JD from studies at Harvard University and New York University, a Master of Science from the Massachusetts Institute of Technology, and a Bachelor of Arts with Honors from Wellesley College.


Senior Technical Advisor

Tim has more than twenty five years’ experience working to ensure best practices in the energy efficiency industry. He provides services related to energy efficiency portfolio management for the Technical Forum, including portfolio benchmarking, program design, implementation and evaluation. Previously, Tim served as the Director of Energy Efficiency Services at Commonwealth Edison (ComEd), where his tenure overseeing the company’s energy efficiency portfolio resulted in the reduction of energy consumption by approximately 8.5 million MWh and savings of over $800 million on customers’ electric bills. Prior to that role, he spent eight years in engineering and account management positions with ComEd.

Tim has a Bachelor of Science degree in Mechanical Engineering from Purdue University.
