Owen has conducted energy efficiency research in a wide variety of roles in industry, academia, government and private industry.  His career began in the UK, conducting research for Zumtobel lighting and contributing to the development of commercial lighting standards and peer-reviewed research.  He spent a year as a visiting scholar at the Lighting Research Center in Troy, New York, before moving to Sacramento to work at the consulting firm HMG on a wide variety of projects including primary research, market assessment, EM&V, codes and standards, and program development.  Owen served as the lighting lead at the California Energy Commission before moving to Sacrament Municipal Utility District where he works on a variety of emerging technologies including grid-enabled appliances and thermal modeling.

Owen has a Master's degree in Engineering and Art History from the University of Cambridge, and a Master's degree in Building Science from the University of London.
